Add the ground beef and onions to a pot over medium-high heat, and saute until the meat is browned and the onions are softened. Drain the excess grease.

Reduce the heat to medium, and add the garlic, chili powder, cumin, paprika, and tomato paste. Saute for an additional minute, stirring to combine well.

Pour in the Rotel and beans, and season with salt and pepper to taste.

Cover the pot and simmer over medium-low heat for 10 minutes.

Layer 1 ounce of Frito chips into the bottom of two serving bowls or plates.

Top with an equal mixture of the chili, then sprinkle shredded cheddar cheese on top. Garnish with green onions before serving.
